  • Additional Bed Capacity

     Following is released on behalf of the multi-agency Cumbria Strategic Co-ordination Group

    Work will begin today to transform leisure centres into additional NHS bed capacity. The work is being lead locally by agencies in Cumbria working as part of the Local Resilience Forum.

    Andrew Slattery, Assistant Chief Constable and Chair of the multi-agency Cumbria Strategic Co-ordination Group, said: “I am pleased to be able to announce that through effective multi-agency working involving Cumbrian authorities and the Ministry of Defence, we are establishing an additional 500 patient beds across the county for Cumbria’s NHS organisations responding to the COVID-19 pandemic. The additional beds will be available if our hospitals reach full capacity and beds will be allocated by our NHS colleagues as required. They will not be for general access by the public.

  • St Mary’s leaflet - offering help

    As a church, St Mary's Allithwaite, want to reach out to people in the name of Christ. This terrible pandemic is a vital opportunity to show the love of God in practical ways.

    A leaflet and a poster have been created, and I attach them here. If you can, please print a copy for yourself so you know where to refer anyone who wants help etc.

  • Coronavirus - Council Meeting

    Important Notice Concerning Coronavirus

    The Committee has been monitoring the news in relation to the outbreak of Coronavirus (COVID-19). In addition, the committee is monitoring the UK Government advice and will act responsibly based on the advice provided.

    LOWER ALLITHWAITE PARISH COUNCIL

    Contingency Plans in the event Covid-19 disrupts business.

    The Clerk

    Should the Clerk be infected and unable to continue then the Chairman would deal with business and delegate actions as he sees fit.

    Meetings

    Agenda would be produced and posted but with only essential business. It is anticipated that most projects would go into hibernation with the exception of ordered works. It is expected that the agenda would consist of usual items 1 to 4 (reported before the meeting), Planning, Reports on Ongoing Works, Finance, Clerk’s report, Urgent Other Matters.

    Councillors will be contacted via group email by the chairman on what would be meeting night and asked to respond via “reply to all” and this will constitute attendance. Councillors would be asked for their comments again via “reply to all” and the Clerk in consultation with the Chairman will collate comments and agree a view of Council. This will be recorded in an abbreviated minute. Minutes will be noted as to the manner of business and decision and the reason.

    A note will be published with the agenda informing the public that they can comment to the Chairman or Clerk on matters but that public meetings have been suspended until further notice.

    Delegation

    Council will be asked to delegate the following:

    Response to Correspondence – The Clerk - consultation with Chairman on sensitive matters.

    Approval of Finance – Chairman – cheques will still need two signatures. This gives an overview by second councillor. The Clerk to arrange for signature.

  • SLDC Local Plan - Review

    South Lakeland District Council is beginning a review of the South Lakeland Local Plan. The Local Plan covers the parts of South Lakeland District which lie outside the Lake District and Yorkshire Dales National Parks.

    The Local Plan needs to be reviewed regularly so that it continues to meet the challenges facing our area. In particular we need to ensure that it helps to deliver the Council’s strong commitment to action on climate change and biodiversity, whilst at the same time carefully considering the housing and economic growth that our area needs to continue to thrive.

    Please visit the SLDC website at http://www.southlakeland.gov.uk/LocalPlanReview. Here you can find out all about the review and read some key documents that they are seeking your views on.

    SLDC are also holding a number of ‘drop in’ conversations across the District. If you would like to talk about the Local Plan review with them and share your thoughts please come along to one of the events:

    Thursday 27th February – Kirkby Lonsdale, Lunesdale Hall – 3pm to 7.30pm

    Tuesday 3rd March – Grange-over-Sands, Victoria Hall – 3pm to 7.30pm

    Monday 9th March – Ulverston, Coronation Hall – 3pm to 7.30pm

    Tuesday 17th March – Kendal, The MintWorks – 3pm to 7.30pm

    Thursday 19th March – Milnthorpe, M:Hub – 3pm to 7.30pm (this event will be held in conjunction with a local consultation event being organised by Cumbria County Council.)

  • Neighbourhood Watch

    In December, following an increase in crime, a group of residents formed a neighbourhood watch group led by co-ordinator Michael Thornborough from Grange Gardeners.

    The aim is to help prevent crime in the area, and the Allithwaite and District watch group is using WhatsApp and Facebook as a fast communicative way of warning people of potential crime.  The group in currently covering Allithwaite, Cartmel, Cark and Kents Bank.  If you live in any of these areas and want to join, please text or call Michael (07796 674861) and he will add you to the group. 

  • Dealing with Cold Calling

    Dealing with Unwanted Doorstep Callers

    Unfortunately these days, not everyone who calls at your door may be a genuine caller, so you should always be on your guard. The person stood on your doorstep could be a legitimate caller, a rogue trader, or even a distraction burglar.

    Bogus callers and rogue traders are a menace to everybody, but especially to older people. The problems they cause are well known to Trading Standards and the Police.   Doorstep crime can affect anyone, but often older and vulnerable adults are more at risk from becoming victims of bogus cold calling and rogue doorstep sellers. 

    If you have any suspicions about a cold caller they will more than likely continue knocking on doors in your neighbourhood until they find someone who may be vulnerable.  If the police don't know about them - they can't do anything. So, if someone suspicious does call at your door, always report it and call 101 to help safeguard our community

  • Voluntary Car Scheme

    VOLUNTARY SOCIAL CAR SCHEME

    Spare time on your hand?  Co-ordinator and Drivers needed in Grange-over-Sands.  The voluntary car scheme provides transport to members of the public of any age (under 16s must be accompanied by an adult) who cannot make their journey by public or private transport.

    Volunteer co-ordinators receives requests for transport, then arranges Volunteer Drivers to provide the journey.  Collects and checks the driver’s claim forms.  Helps recruit driver’s and publicise the scheme locally.

    Volunteer Driver’s use their own cars to provide journeys which are co-ordinated locally.  Expenses are reimbursed.  If you are interested in co-ordinating or driving for the scheme and would an informal chat, please contact Katy on 07788396194

  • Allithwaite Mini Free Library

    Allithwaite Free Mini Library is now open, located at the gate entrance of St Mary’s on Church Road. The facility is open 24 hours and for those dull days has a small solar powered light installed with a non-slip floor for the wet days to.

    If you use the facility, don’t forget to secure the door on the hook provided marked with yellow and black checked tape. As you would expect we ask users not to smoke for obvious reasons and if there is an issue with the facility contact numbers are listed within the library.

  • SLDC Community Governance Review

    South Lakeland District Council has resolved to undertake a Community Governance Review (CGR) of the whole of the District.

    What is a Community Governance Review?

    A CGR is a legal process whereby Councils can consider the following:

    ·         creating, merging, altering or abolishing parishes,

    ·         the naming of parishes and the style of any new parishes,

    ·         the electoral arrangements for parishes, i.e. the ordinary year of election, council size, the number of councillors to be elected to the council and parish warding,

    ·         grouping of parishes under a common parish council or de-grouping parishes.

    A CGR must reflect the identities and interests of communities and should take into account the impact of community governance arrangements on community cohesion and the size, population and boundaries of a local community or parish.  A copy of the Terms of Reference are attached as a PDF file, further information can be obntaibned by contacting SLDC.

  • Road Signs in need of Repair

    Call for the public to help identify historical road signs in need of repair.

    Cumbria County Council’s Highways department is currently undertaking an inventory of historical road signs (fingerpost directional signs) and way-markers in Cumbria.

    This is to identify those that are most in need of repair, and to assess requirements for their refurbishment.

    With so many of the old-fashioned fingerpost signs across the county, the council is asking members of the public to report their local signs that require refurbishment or repair.

    This can be done via the county council website by accessing the ‘report a fault’ link on the highways section of the website, and then selecting the option for ‘road signs.’ Alternatively, people can telephone 0300 303 2992 to speak to a highways officer in their local area.

  • Newsletter - Community Centre

    The newsletter for Allithwaite Playing Fields and Community Centre is attached as a PDF file which lists the forthcoming events.
    Allithwaite Playing Fields Committee would like to thank everybody for their support, donations, and help over the past 12 months.  The committee consists of volunteers who run this important facility for Allithwaite and surrounding villages.  The committee meet every 2nd Tuesday in the Community Centre at 7.30pm.  Everyone is welcome to come along and attend our meetings and pout forward suggestions for the community centre.

    Please note that we will be starting the 100 Club in 2019.

  • King George V Playing Fields

    We are holding our Halloween disco on Saturday 14th October, Fancy Dress.  In November, come and meet Father Christmas on Saturday 25th between 4pm – 6pm in the Park.  Tickets for the event, costing £5 includes a glass of mulled wine and mince pies, they are available from Allithwaite post office, EM. J’s and the Pheasant.

    We are also looking for people to help fund solar lights for the park for Christmas?   We are wanting to light the park up for the whole of December and would kindly like donations   If you want to donate, which is much appreciated as the yearly cost of running the park has grown over the years, please get in touch via email http://www.allithwaitepark@yahoo.com.

    Following the recent open day in the Community Centre, Allithwaite on Wednesday 26th April, members of the public where asked for their views and comments on what should be done with the Quarry, a short report, attached as word file, records the responses from those who attended.

  • A Cross Roads for Cartmel?

    With its imposing 12th Century Priory Church, Cartmel has long suffered from increasing traffic congestion and inconsiderate parking throughout the village, which is set to increase in the coming years. 

    Periodic engagement over the past 4 years, has been undertaken ‘informally’ by the CTI. Cumbria County Council are now entering a Formal Engagement Process and it is imperative everyone has their say on the proposed TRO, irrespective of whether they have responded in the past.

    This a critical cross road for Cartmel and will dictate how the village manages traffic congestion and inconsiderate parking for years to come. If the community does not support the scheme, with the time and effort needed to bring proposals forward, it could be another 10 years before there is fresh attempt at concerted action.

    Can I therefore impress on all villagers the need to respond to the CCC 21-day consultation proces.which will take place from the 2nd February until the 22nd February, 21 days.  Cartmel Priory Church will have a display and maps availbe during this period.

  • LAPC Annual Governance Statement 2015/16

    The LAPC is responsible for ensuring that its financial management is adequate and effective and that it has a sound system of internal control.   The LAPC prepared an annual return (Copy attached) in accordance with proper practices which:

    • summaries the accounting records for the year ended 31st March 2016; and
    • confirms and provides assurance on those matters that are relevant to our duties and responsibilities as external auditors.

  • CTI Final Report - 2015

    Allies and Morrison Urban Practitioners was appointed by Lower Allithwaite Parish Council to prepare a strategy for the village ofCartmel called the Cartmel Township Initiative. The strategy has
    been prepared under the guidance of a working group comprising key members of the Parish Council together with representatives from Cumbria County Council, South Lakeland District Council and
    the local business community.  The final report, which will be subject of presentations in 2016 is attached.

    The aims and objectives of the Cartmel township initiative have been informed by the issues raised during the preparation of the Lower Allithwaite Community Plan in 2012. The
    Community Plan was itself informed by an extensive community engagement process and therefore presents an accurate and dependable reflection of the key issues facing the village.
    The overarching aim of the Cartmel Township Initiative is:
    • To protect the exceptional quality of the historic village and its immediate environs.

  • Parish Planning Opportunities - Draft

    What is this – In a scrutiny meeting at SLDC last year the role of parish councils in pre application planning was examined and the Chief planning Officer agreed to produce a perform that could be placed on PC web sites and held by SLDC and given to developers at an early stage in the planning process.

  • Community Plan Questionnaire - have your say!

    Over the last few weeks the Community Plan group has been drafting a questionnaire which is now being distributed to every household in the parish. If you do not receive a copy in the next few days, just get in touch with Hazel Allen (contact details below).

    The group urges everyone in the parish, young and old alike, to complete the questionnaire, which needs to be returned by July 2nd at the latest.

    It can easily be completed online and it would be really helpful to do it this way if you can. Just go to www.tinyurl.com/lower-allithwaite-survey and follow the simple guidance.

    The questionnaire is the final essential stage in gathering local views on the future of the area. Topics covered include attractiveness of villages, housing, local countryside, visitors, business and employment.

    The findings from this survey will be used to create the Lower Allithwaite Community Plan, identifying our community’s priorities. An action plan, setting out how and when these are to be addressed, will be presented at public meetings later in the year.

    The questionnaire is inevitably rather long but we hope you will agree your participation will be very worthwhile. It is your chance to have a say in how best to look after our locality and its residents.
